Is an expert in management of human resources. In the quality of manager, he has coordinated various training programs financed by the World Bank in the auspice of the Planning Ministry.
His areas of interest include development of human capital, public administration reform and modernization of public administration, civic participation.
He is the author of various articles and co-author of the Commerce and Investment in Angola,1999,prepared for the Swedish Authority for Development (ASDI Economics and Political Power, prepared for the Swedish Authority for Development (ASDI),1998.
